HEC Degree Attestation Process in 2025: A Complete Step-by-Step Guide
Pakistan’s Higher Education Commission (HEC) has modernized its degree attestation process to improve usability and ease of access. Whether you’re applying from abroad or from Pakistan, you may now handle almost entirely online.
Latest Update: Online Payment through 1-Link (Effective from August 5, 2023)
HEC now accepts attestation fee payments online through the 1-Link system. Once you’ve paid the fee and verified it in your profile, you’ll be able to download your application form.
This change improves transparency and convenience for all applicants.
Urgent Walk-in Appointments (Islamabad Center Only)
If you need urgent processing, HEC offers limited walk-in slots at its Islamabad center. These urgent appointments open daily for the next working day, so keep checking the availability regularly.
Note: Walk-in appointments booked through authorized persons (other than blood relatives) are discouraged by HEC.
Normal Applications: Courier Service Mode
For routine cases, applicants can send documents via authorized courier services. This is ideal for those living:
- Outside Islamabad
- In other cities of Pakistan
- Abroad
The courier company handles both delivery and return of attested documents.

How to Apply for HEC Degree Attestation (Online)
- Create your account at eservices.hec.gov.pk
- Complete your profile with accurate educational details.
- Submit the online application for initial scrutiny.
- Once approved, you’ll receive an email/SMS to:

Send your documents via courier

Before doing either, you must pay the attestation fee online through 1-Link and verify it in your profile.
Required Documents
Bring original and photocopies of the following:
- All degrees and transcripts (Matric onward)
- CNIC or passport
- Equivalence certificates (if applicable)
Photocopies can only be attested if the original is already verified by HEC.

HEC offers sealing services for international credential evaluation (e.g., WES, ICAS). Request the sealed envelope during application if required.

Equivalence Certificates
HEC has made the equivalence certificate process completely paperless. The new system-generated certificates do not require attestation.
